BLCE PARTNERSHIP PROSPETUS

Building a Regenerative, Inclusive Future for Oguta and Beyond

1. Executive Summary

The Blue Lake City Ecosystem (BLCE) is a regenerative rural innovation model built on the strengths, talents, and institutions of Oguta. Grounded in Asset‑Based Community Development (ABCD), BLCE transforms what communities already have into engines of education, enterprise, and shared prosperity.

We are in our foundational stage — and we have already secured a 10‑acre campus, fully fenced with initial structures, through an early investment of over $500,000. This land is a shared community asset and the physical anchor for our five‑pillar ecosystem.

BLCE is not a project.

It is a platform — for learning, enterprise, innovation, and community‑led development.

We invite partners, funders, and institutions to join us in building a future where rural communities become centers of innovation, dignity, and opportunity.

2. Our Vision

A thriving Oguta where every child and youth — regardless of gender, disability, or background — has access to world‑class learning, meaningful work, and a regenerative environment that supports long‑term prosperity.

3. Our Mission

To build a regenerative, inclusive ecosystem that integrates education, agriculture, technology, enterprise, and community leadership into a coherent model that lifts families out of poverty and prepares the next generation for meaningful participation in the global economy.

Replication Pathway

BLCE is designed to be:

6. Why Oguta?

Oguta is a community with:

  • A rich cultural heritage

  • Strong traditional institutions

  • High youth population

  • Untapped agricultural potential

  • Limited access to quality education and digital tools

Oguta represents the story of many rural communities across Nigeria — and the perfect launchpad for a model that can scale nationally.

7. Early Wins & Momentum

Even in our infancy stage, BLCE has established strong early wins:

  • 10‑acre campus secured and fenced

  • Over $500,000 invested to anchor the work

  • Initial structures underway

  • Collaboration with Zenith Bank

  • Support from the Eze Igwe, the Ogene, and other traditional institutions

  • Youth and women co‑designing programs
